Canada-EU Alliance Opens Student Exchange Talks

The alliance builds on existing youth mobility arrangements and Erasmus Mundus scholarships, while widening cooperation on research and trade.

Canada and the European Union launched an alliance to deepen cooperation on education, research and student mobility. The agreement puts expanded participation in Erasmus+ and cooperation on research among the next steps.

The alliance puts Erasmus+ participation on the negotiating table

The Alliance for the Future of Canada and the European Union launched at the twenty-first EU-Canada summit in Montreal on October 30, 2026. Prime Minister Mark Carney and European Commission president Ursula von der Leyen described it as the “deepest possible partnership” between Canada and the twenty-seven-member bloc. The launch sets education and research cooperation within a broader relationship between Canada and the EU.¹²³⁴

Canada and the EU are entering deeper negotiations on further participation in Erasmus+, the EU’s flagship program for education, training, youth and sport. Canada currently has limited access: the EU classifies it as a “third country not associated to the Programme.” Canadian universities and other organizations can take part only in certain Erasmus+ actions, subject to specific eligibility criteria and conditions. The negotiations concern a broader role in a program where participation is currently restricted.¹²³⁴

Existing exchanges show the scale of student movement

Projects selected from 2022 to 2024 planned for 1,007 students and staff to move from Canada to EU member states and associated countries, and 866 to move in the other direction. These figures describe planned mobility through selected projects, not a count of completed exchanges. They provide a measure of the existing Canada-Europe education links that deeper program participation could build on.¹²⁴

Canada already has youth mobility arrangements with twenty-two of the EU’s twenty-seven member states through the International Experience Canada program. It allows young citizens of those countries to obtain work permits in Canada. Canadians can also apply for EU-funded Erasmus Mundus Joint Masters scholarships, which cover tuition, travel and a living allowance. Ninety-one recipients from Canada were selected for those scholarships from 2021 to 2024.¹²³⁴

Research cooperation extends beyond student exchanges

The current Erasmus+ program period ends in 2027. Separately, Canada and the EU are launching negotiations for Canada to join the next Horizon Europe program. The two steps concern different programs: Erasmus+ covers education, training, youth and sport, while Horizon Europe is the focus of a separate proposed research relationship. The agreements put student mobility and research cooperation on parallel tracks.¹²⁴

Canada has joined the European High Performance Computing Joint Undertaking, giving Canadian researchers access to the JUPITER supercomputer. Larissa Bezo, president and CEO of the Canadian Bureau of International Education, said the alliance comes at an important time for international education. She said its goal is to build a foundation for students, institutions and researchers that can support them for decades, as well as create opportunities in the present.¹²³⁴

The agreement also covers trade, investment and infrastructure

Canada and the EU concluded negotiations toward a new competition agreement intended to help Canadian and European authorities crack down on anti-competitive practices by companies operating on both sides of the Atlantic. Canada also concluded a digital trade agreement designed to make it easier for Canadian businesses to sell goods and services online across Europe. It updates digital trade rules and simplifies cross-border transactions.¹²³⁴

The wider cooperation includes first steps toward a transatlantic data cable that would give Canada and Europe a direct, secure route for rapid data exchange and reduce reliance on a single provider. Canada also signed a treaty framework with the European Investment Bank, allowing it to invest in Canadian critical minerals projects. Those projects would provide materials for defence and the energy transition. Separately, up to $2.5 billion in financing is designated for Alberta-based De Havilland to increase waterbomber production capacity.¹²³⁴

Erasmus+ talks open a new route abroad

If you are a Canadian student or early-career researcher, the deeper Erasmus+ negotiations change what to weigh when choosing a graduate program or a job. The current program already moved 1,007 students and staff from Canada to EU states between 2022 and 2024, and 866 in the other direction. A broader role would widen that pipeline, so a degree or research post tied to an EU partner university now carries more weight than one without that link.¹²³⁴

For employers, the parallel Horizon Europe negotiations signal that cross-border research skills will gain value. Canada's access to the JUPITER supercomputer through the European High Performance Computing Joint Undertaking already rewards candidates who can work with EU research infrastructure. When negotiating pay or a role, ask whether the position involves EU collaboration or data access, because those roles sit at the center of the alliance's stated goal of building a foundation for decades.¹²³⁴
