Chhattisgarh Approves Chief Minister Startup and NIPUN Mission

The plan includes district entrepreneurship centres, an industry-linked jobs mechanism and practical technology labs.

Chhattisgarh’s Council of Ministers, chaired by Chief Minister Vishnu Deo Sai, approved the Chief Minister Startup and NIPUN Mission for the state’s youth. The mission has an allocation of ₹500 crore over five years.

The mission connects skills with jobs and startups

The mission’s objective is to equip young people with modern, industry-relevant skills and connect them to employment, entrepreneurship and startup opportunities. Its model brings startups, skill development, emerging technologies and employment into one ecosystem, combining routes into jobs with routes to creating ventures.12

District centres and the JOB Engine link support to industry

The mission plans Entrepreneurship Development Centres across all thirty-three districts. Their stated role is to give young entrepreneurs guidance and support while they develop business ideas and start startups. The planned network has two defined tasks: guidance for young entrepreneurs developing business ideas, and support for those starting startups.12

An Industries Department official gave the example of an industry needing five hundred trained professionals with specific skills; training could then be aligned with that need and candidates matched to relevant requirements.

The NIPUN JOB Engine is designed to establish a direct link between industries’ actual requirements and young people’s skills. The initiative’s success is to be measured partly by employment secured, industry connections made and new skills in demand.13

Technology labs focus on practical learning

The mission plans one hundred Emerging Technology Labs to give young people hands-on exposure to new technologies. The labs are intended to let them undertake practical experiments and develop technology-based solutions, rather than limit learning to theory. Areas named for the labs include Artificial Intelligence and Machine Learning, Internet of Things (IoT), Big Data and Data Analytics, AR/VR, Blockchain, FinTech and Enterprise Technology.12

The initiative may also create opportunities for startups working in Health-Tech, Agri-Tech, Green Technology and Mining-Tech, as well as technology-based solutions to local challenges. The mission plans five Industry Excellence Centres to strengthen collaboration between industry and academia, and between industry and young people, in technology and skill development.12

A proposed training institute adds capacity at Nava Raipur

Separately, the cabinet sanctioned ten acres of land free of cost at Nava Raipur to the Directorate General of Training, Ministry of Skill Development and Entrepreneurship, Government of India. The proposed National Skill Training Institute is estimated to cost Rs 200 crore. It is planned to train one thousand trainees annually in long-term programs and three thousand in short-term courses.123

Choose skills against demand

When comparing a course or entry-level role, look for a clear link between the skill taught and an industry’s actual requirement, rather than choosing on a broad label alone. The NIPUN JOB Engine is designed to connect those requirements with young people’s skills, and the initiative tracks employment secured, industry connections and new skills in demand. Ask a provider or employer which specific skills a role requires and how training maps to them; that makes the employment route more concrete than a course title by itself.123

If you are weighing a technology course against a startup route, compare how much practical work it offers. The planned Emerging Technology Labs are intended for experiments and technology-based solutions, with areas including Artificial Intelligence and Machine Learning, Internet of Things, data analytics, AR/VR and FinTech. If building a venture interests you, the planned Entrepreneurship Development Centres are intended to guide young entrepreneurs developing business ideas and starting startups. Health-Tech, Agri-Tech, Green Technology and Mining-Tech are among the areas where the initiative may create startup opportunities.12
